A modern-day recruiter role is a very challenging role. For the same role or skill, a recruiter hires from different ecosystems. Within a given country, candidates’ wants and values are changing and evolving. I found a very interesting study around the expectations of similar skills but different ecosystems. In a paper titled “Workplace Organization and norms of cooperation,” Uri Gneezy, Andreas Leibbrandt, and John A. List analyze two fishing communities. One community is a seaside fishing community, and the other is a lakeside water lakeside community. In effect, this represents two workplace cultures within the same occupation. (Fishing villages of Cabucu and Santo Estevao were studied for reference). They share an identical goal – to catch enough fish to feed and sustain their community, but each village has developed methods of working best suited for their environment. The authors found that the people are equally skilled in their craft. Some key behavioral traits of risk-taking, big thinking, and teamwork were more pronounced in the Cabucu, a seaside fishing community than in the Santo Estevao community. The Santo Estevao community has operated in smaller groups and with efficient techniques (perhaps because they have to do with limited resources). This study is an exciting study that can be applied to both Location Planning and Recruitment
- As we scale the enterprise, you may expand into smaller cities. The mindset and the behavioral approach of the talent with similar skills could be very different. Talent intelligence efforts should take this into consideration
- For a Recruiter talking to a candidate, the value proposition expectation may differ between a large city technologist vs. a smaller city technologist (as an example).

- Esteem Needs – Career growth opportunities, Senior Management, Retention Bonus
- Self Actualization – Vacation and paid time off, Education Assistance, Training, and Mentorship
Perhaps, these dynamics now warrant us slowly but steadily migrating to a skills-based architecture. By converting all the workloads and business intentions into skills, the enterprise can gain a lot of flexibility.
Here is an interesting case study on why skills-based talent intelligence and Recruitment may make more sense. One of our clients- An American Network infrastructure company, asked us to study a Wireless Engineer role. The role includes three major skill blocks (Linux, C/C++, and several wireless protocol experiences). Across the Globe, once we applied the wireless protocol experience filter, it lowered the talent pool by about 25% to 30%). When we unpacked and presented the opportunity to train the talent with Linux and C++ skills, the market suddenly opened up for them. Such opportunities are present in every role. (Whether it is pharmaceutical, digital, or manufacturing)
Draup created a map of Domain, Domain Responsibilities, Sub -Domains, and Domain Skills by looking at the Job Descriptions for the Uber Data Science team. Even though the Job Role level may look very different across the domains, you can see the skills converge to a certain extent. Uber does have an impressive variety of Data Science skills they use, and this type of structure puts focus on the same.
